Fixes to keep the rail service details page humming

Create and Edit Booking 🛠️ HOTFIX

• Adding equipment to in progress booking - some people were unable to add equipment to a booking that was in progress.

• Splitting ZHC allocation to multiple services - using the split service feature was not working as expected when allocating ZHC wagons.

• Splitting equipment allocation - using the split service feature was not always refreshing the services available capacity.
